On/off switch does not work?

I wanted to attempt to use this device to connect a PlayStation Camera to my PS5, but it did not recognize the device at all. So I tried to use it to connect other devices to my PS5, and it did not seem to be able to power devices very well, including from the fast-charging port. I don't have any electrical equipment, so I tested this by plugging in the USB dongle for my Pulse 3D Wireless headset, and it was only able to maintain a signal from about a foot away, no matter which port the dongle was plugged into, or the position of the on/off switch. I thought maybe the USB Type-A to Type-B cable was faulty, so I got a partial refund to replace it (with a much longer cable), but still had the same issues, so I requested a replacement. I didn't bother testing the camera with the replacement, I went straight to testing everything that seemed to be wrong with the first model. On this replacement, the on/off switch still does nothing to prevent devices from the host to connect to all ports on the hub, so I have no idea what it's supposed to do. Because there's no documentation, I reached out to StarTech's support before replacing the first unit, who told me that the switch "should control the state of the device", which, to me, means that when the switch is in the "off" position, devices shouldn't be allowed to be connected to the host, or possibly that the hub ports shouldn't receive power. But I have two devices that both demonstrate something else. Then I tried connecting my headset dongle again, and while it does lose connection to the headset after about a foot while the dongle was plugged into the fast-charging port, I was able to get about ten feet away when plugged into one of the other ports. However, the connection still broke when I lost line of sight. As a comparison, an unpowered hub, such as the Inateck HB2025AL, when connected to the same USB port on my PS5, is able to power this dongle through walls uninterrupted.
