As a care giver, stretch netting is the only product I've found which can be used to keep dressings in place for someone with extremely fragile skin. Anything with adhesives causes skin tears making a bad situation worse. We also use this netting as a protective sock of sorts to minimize the risk of skin tears during transfers. It can be cut to any length - a strip long enough to cover shins to thighs can easily and quickly be slipped on and off.
