The skirt is like a tent

While I sometimes buy petite sizes, I was shocked that the skirt was almost to my ankles and absolutely huge on me. I’m almost 5’4” and hoped that the skirt would hit around my knees, but it is at least 10” below my knees so nothing like the picture.
