The pleats are sewn down at the hem. I thought it might be like when you buy pants and the pockets are stitched shut, but there does not seem to be a way to unstitch them. It makes it look weird when you walk and your legs push against the hem, the skirt balloons out. The picture sure looks like the pleats are not sewn down. Also, it runs small.
