The velvet makes this elegant enough to wear to a gala, but it is soft and very comfortable. I purchased turquoise and wore this to a masquerade-themed fundraiser on a snowy day, and felt this was appropriate on all fronts. I like the cut, including the neckline, and the hang of the skirt portion is flattering. This is a type of material that looks darker in low light or at night, so bear that in mind as you purchase. Other reviews made mention of the neckline stitch seeming to be weak, and I would agree with that, however the stitch remained in tact for me without problem, although I was mindful of that.
