The paint looked a little chipped as well, I even doubled checked to see if I had purchased a used one but I didn’t. I don’t feel like sending it back because the scuff marks will be hidden anyways. I now have three of these hat racks. They are perfect for me and I have all my many different style hats as well as my jackets on them. The feet on this rack are cut parallel to the floor, unlike the others I've seen. The others seem to be just wooden dowels and therefore not as sturdy.
