I bought this for my daughter that is turning 3 years old, and it fits just about right. It does slide down due to not being really tight in the hip area. So, I have to have it above her belly button, so the petticoat doesn't be so low to the ground. (BUT depends on if you're having a short dress or long dress.) But I would say it'll fit proper for a 4-year-old and up. As it does have a lot of stretch. The puffy ness is perfect!!! Read more
