Bought these for my daughter to wear to school (uniforms required). I got her the 14.5 Plus skinny bootcut size and they fit great. She is 4'8" and weighs 116 lbs. They are a little large in the waist; however, her thighs and bottom are larger due to athletics and martial arts and they fit great in those areas.
