They're coated with Polyvinyl alcohol (PVA) which is considered generally recognized as safe (GRAS) by the FDA in small quantities in food & pharmaceutical use. However, while generally safe, very high doses of PVA might cause mild gastrointestinal distress. PVA is mostly eliminated from the body without being absorbed into the bloodstream, which is good. BUT while PVA is biodegradable most wastewater treatment plants don't completely break it down, so it can end up in the environment.
