Barely flickers with light when room darkened

I've had a similar nitelight to this for about 10 years, very simple design but delightful to have in the bathroom at night. I decided to find one to put in my other bathroom but was dismayed this one just barely flickered with light upon lights off. What could go wrong with this simple little gimmick???
