This is a very dry eyeliner, the tip of the applicator is never wet, only the base. I’ve even left it face down to see if gravity would help get the eyeliner to the tip of the felt. It didn’t. Disappointed. Charging high prices for low quality items. Better off with wet n wild. Read more
